Update 1n-tx2 VPP Device jobs

Replace the timed 1n-tx2 CSIT jobs with per-patch CSIT and VPP jobs and
add weekly and semiweekly CSIT VPP Device jobs. This is now possible
since we have two 1n-tx2 testbeds instead of one.
