HC2VPP-259: augment pop-and-lookup operation with vpp-label-lookup-attributes

Introduces [email protected], which adds possibility to specify
VPP specific label lookup options:

- mpls-lookup-in-table
- ip4-lookup-in-table
- ip6-lookup-in-table

Equivalent of CLI command: mpls local-label XXX-lookup-in-table N
