build: make checkstyle-* targets and cleanup

- Add new make targets:
checkstyle-commit
checkstyle-test (alias test-checkstyle)
checkstyle-all
test-wipe-papi (papi-wipe deprecated)
retest-all
retest-all-debug
install-deps (alias install-dep)
install-ext-dep (alias install-ext-deps)
- Fix .PHONY dependencies
- Cleanup redundant target commands
