tests: add vpp-opt-deps to vpp LD_LIBRARY_PATH

- When vpp-opt-deps is installed, add it to LD_LIBRARY_PATH
  when invoking vpp for 'make test' and 'make run' targets
  overriding the dynamically linked distro library version.
