Update of VPP_REPO_URL and VPP_STABLE_VER files

- use vpp builds from vpp stable/2005 branch

- use new vpp ref build - ubuntu 18.04:
  20.05-rc1

- use new vpp ref build - centos7:
  20.05-rc1~b2
