fix(hoststack): Do not limit number of RX queues

This makes most scale hoststack tests correctly use both sibling cores.

- Except quic multi-client ones, which start failing instead.
 - To be fixed later.
 - VPP startup.conf looks correct to me.
 - All quic tests suffer from CSIT-1935 so no big loss.
