job_specs: add report_iterative tests to 2n-icx and 3n-icx testbeds

Assumed icx testbeds equipped only with Intel e810cq 2p100GbE NIC.
2n-icx test set based on 2n-clx job spec.
3n-icx test set based on 3n-skx job spec.
