Fix(mtu): Decrease jumbo MTU value
Intel-XXV710 with dev_iavf plugin cannot handle the old value of 9200.
+ Centralize MTU values in Constants.
+ Add a function to avoid long lines at call sites.
+ Use int values (instead str) where possible.

fix(VPPUtil): Wait unconditional 1s after VPP kill
One RC1 run suggests Linux may need more time
after VPP process is gone till device is available for Linux again.
Adding an unconditional 1-second sleep after the kill should be enough.

feat(core): crypto support for Octeon DPU
- Enables crypto device and performance test cases on the OCTEON board.
- Includes startup configuration for OCTEON crypto device.
- Integrates crypto device init virtual funtions for OCTEON.
- Introduces IPSec counters statistics.

fix(MLR): Improve name of success counter
The RFC name for derived rate is forwarding rate,
but proper English name for corresponding count is forwarded count.
Not receive count, not forwarding count.
