Modify TREX node
This node change will switch TREX to use the new common-packer
image and the new ci-environment.
The switch to common-packer standardizes the project with other LF
projects providing additional support and automation.
The switch to the new ci-environment is to isolate the build minions for
security reasons.

Fix arm jobs
Add the same amount of cores to merge jobs as in verify jobs. The
master Bionic jobs fail without this. Also remove testing from merge
jobs, which has been introduced by mistake.

Support secondary dir for trending job
https://gerrit.fd.io/r/16413 has introduced
secondary trending webpage tree located outside presentation/.
This change makes the job upload also data from presentation_new/
but only if such data exists.
Also, put variables consistently to double-quotes.

memory way up over whats needed for verify

Enable nonvoting testing in VPP ARM verify jobs
Enable testing utilizing parallel test execution for ARM jobs with
parallel test execution code, which has been merged in 1810 and update
the OS for these jobs to Ubuntu1804.
Create new jobs for branches without parallel test execution which don't
have testing enabled and retain the OS.
Also exclude some currently failing tests which will be enabled once
the underlying issues are fixed.

VPP: build timeout to 75min on bionic
Due to recent hang failures im reducing the vpp bionic
image timeouts from 4 hours to 75 minutes
