VPP: Dropped retry on unstable builds
We never see unstable builds in production and defaults
on sandbox always leads to unstable. We dont need
automatic retries on sandbox so disabling for now

This should workaround attempting rebuild on the same container
since that should timeout after a minute.

I dont see it generating jars or srpms so only doing rpms
for now.

FD.io has not been using zuul or nodepool for over a year. There is no
reason to be keeping the templates or job scripts around if they aren't
being used.

VPP: Altered checkstyle job to skip vote instead of voting zero
Looks like voting zero with the checkstyle job suppresses voting
for the rest of the triggered verify jobs. Hopefully totally
skipping the vote with checkstyle job will let the proper +1
come through

VPP: make checkstyle job production for beta and arm job
This is the next step in the checkstyle job advancement. It
will now trigger both osleap15 and ubuntu1804 job along with
the arm ubuntu1604 job. All of these remain skip vote. This
change just goes from comment trigger to patchset trigger.

- Remove unused CSIT branch jobs (1701,1704).
- Remove obsolete jenkins plotting as it was replaced by CTPA.

VPP: removed duplicate script call
In verify and merge jobs a script was called twice in a row
This change makes it a single call

VPP: Altered dkms from download to cached copy
Previously was driving pkg download with every vpp-csit build.
This will now used a cached copy instead to avoid failures
when dpdk repo has outages

VPP: fixed retry on container builds
In mental snap I applied the retry on openstack based builds
and not container builds. This will remove it from openstack
builds and properly apply it to container builds.

fixes for cicn documentations:
- LongBow: removing JJB dependency tree for docs which is useless
as it triggers the whole job dependency graph
- Libparc: added documentation to be availeble at docs.fd.io

VPP: renames -os triggers to os-
Regex still hits recheck on recheck-os which is bad.
So changing:
recheck-os to os-check
remerge-os to os-merge
reverify-os to os-verify
