- update vpp build to version 16.09-rc0~47-g3419d0b~b214_amd64
in bootstrap.sh and bootstrap-vpp-verify-weekly.sh

- remove tag EXPECTED_FAILING from VXLAN over IPv6 test cases as
the VPP-98 is closed
